White House Statement on H.R. 5485, the Fiscal Year 2017 Financial Services and General Government Appropriations Act, issued on June 21, 2016. Part of the statement specifically addresses recreational marijuana legalization in Washington, D.C.:

The Administration strongly opposes the restriction in section 809(b) of the bill on the use of both Federal and local funds for regulatory or legislative activity pertaining to recreational use of marijuana, which was approved by D.C. voters.

California Senate Bill 643

California Senate Bill 643, signed by Gov. Jerry Brown on Oct. 9, 2015. This bill overhauls the state’s regulated medical marijuana program. It creates the Bureau of Medical Marijuana Regulation within the state Department of Consumer Affairs, which will issue licensing and oversee a multiagency licensing and regulatory effort. It also requires that the Department of Food and Agriculture in conjunction with the bureau to make available a certified organic designation and organic certification program for medical marijuana no later than Jan. 1, 2020, if permitted under federal law and the National Organic Program.
