DC Council Permanently Bans Private Marijuana Clubs

On April 19, 2016, the Council of the District of Columbia passed Bill 21-0107, permanently banning private marijuana clubs and public marijuana consumption.

On April 5, the bill passed on its first reading; however, today’s passage of B21-0107 will become permanent once Mayor Muriel Bowser signs it.

“This narrative that the permanent ban can be revisited is false as long as the (Congressional) rider is in place,” said councilmember Brianne Nadeau, as reported by DCist.

“By passing the ban, the Council is voluntarily handing over control of local marijuana policy to Congress, limiting its ability to legislate, and permanently revoking patient rights,” said Kaitlyn Boecker, policy coordinator at the Drug Policy Alliance’s Office of National Affairs, in a press release.
